Education Evaluation Plan Leads to Scandal

1) The South Korean government's plan to evaluate schoolmasters and teachers from 2011 as a means of regulating and improving the quality of national education has got some county offices shaking in their boots. As part of the 2011 evaluation plan, the government recently disclosed the results of an academic test conducted nation-wide last October for the first time. The results showed that 2.4 percent of six graders failed to meet the basic standards to continue onto the following academic level. The same was true for 10.4 percent of middle school seniors and nine percent of high school freshmen.

2) One school in North Jeolla province handed in test score results that placed the county at the top of national school rankings. The Imshil Education Office first claimed that none of their elementary students had scored below standard academic levels in social studies, science or English. However, it was later discovered that the county office had manipulated the test results by omitting the low scores of 15 students. In light of the scandal, the head of the Imshil Education Office resigned from his post and an official was fired.

3) "I deeply regret the incident," said Education Minister Ahn Byongman. "We will take proper action after looking into the cases. We will supplement the test system and prevent such manipulations from occurring again. Above all, I hope parents understand this test is to find and help underachieving students." The government has announced plans to investigate other South Korean education offices for similar cases of test score manipulation. (중략)
